Elena Quintanilla Recognized as the 2025 Texas Tech University Master of Public Administration (MPA) Distinguished Alumnus of the Year

Our Town City Administrator, Elena Quintanilla, was recognized as the 2025 Texas Tech University Master of Public Administration (MPA) Distinguished Alumnus of the Year for her support of the Texas Tech MPA Program and Service to Municipal Government.  This is a recognition she received on September 12, 2025, where she was recognized at the Texas Tech Public Administration Alumni Association, West Texas City Management Association, and Panhandle City Management Association Joint Meeting as she is well respected by her peers.   During her tenure at Ransom Canyon, she has been instrumental in numerous projects, including the construction of a new emergency road, the building of a new City Hall, the negotiation of a contract to provide reliable internet service for residents, the implementation of a new wastewater treatment plant and water towers, park improvements, and securing a grant to rehabilitate the Buffalo Lake Dam to name a few.

Elena earned both her bachelor’s degree in business marketing and her master’s degree in public administration from Texas Tech University, where she was awarded a full scholarship for her undergraduate studies and a fully funded fellowship for her graduate work.

Beyond her professional role, Elena has been deeply engaged in civic and community service. She currently serves as President of the Municipal Clerks Association and Trustee of the Texas Health Pool, and Committee Member of the Advocacy Committee for the Texas City Management Association, and Board Member of the Texas Municipal League Small Cities Advisory Council. She has served as President of the West Texas City Management Association, Chair of the Lubbock Housing Authority, Member of the Board of Directors for the United Way of Lubbock and Junior League of Lubbock, Steering Committee Member for Leadership Lubbock, Board of Ronald McDonald House Charities, American Red Cross, Star Care, West Texas Legal Aid Society, Leadership Texas, among other positions. Her leadership and service were recognized when she was named a Woman of Excellence in Government by the YWCA.
